New article: Empowerment or Intrusion? The Input and Output Legitimacy of Introductory Programs for Recent Immigrants
16 December 2010
Recent changes in the social policy regimes of western European countries have raised questions about the normative legitimacy of policy measures. Welfare states may face difficult dilemmas when efficient social policy measures clash with principles of the liberal state, like equal treatment and individual autonomy. Is output legitimacy achieved at the expense of the input legitimacy dimensions of individual autonomy and human dignity? In an article written by Fafo research director Anne Britt Djuve proposes a standard for evaluating the normative legitimacy of social policy interventions is proposed, and subsequently applied on the concrete example of the Norwegian introductory programs for immigrants. The paper concludes that activation measures in some of its implementations may actually represent fewer threats to input legitimacy than does the alternative regime of unconditional social assistance. The article is published in Journal of International Migration and Integration,
Volume 11, Issue 4 (2010).

Guri Tyldum has written the article «Limitations in Research on Human Trafficking», published in International Migration, Volume 48, Issue 5. Tyldum points to some common pitfalls and particular challenges in research on human trafficking.
She concludes that there will always be some limitations and biases in empirical research in the trafficking field. However, as long as we acknowledge these limitations and make them explicit in our research, sound empirical research that enhances our knowledge in this field is possible.

New article: Security Sector Reform in Liberia
19 October 2010
Fafo's head of research Morten Bøås has together with Karianne Stig written the article "Security Sector Reform in Liberia: An Uneven Partnership without Local Ownership" in Journal of Intervention and Statebuilding, Vol 4, issue 3. The security situation in Liberia is currently quite good, and at a glance the peacebuilding process seems to be moving ahead. But instead of addressing local perceptions of insecurity the international community made plans for Liberia without considering the context in which reforms were to be implemented. The peace in post-conflict Liberia is therefore still fragile, according to the authors.
