Living Conditions in the Western Provinces of China

Living conditions in the Western Provinces of China is a cooperation project between the National Research Institute for Science and Technology for Development (NRCSTD) and Fafo Institute for Applied International Studies. The Chinese authorities have requested that NRCSTD implements a survey aiming to develop a baseline description of living conditions in the Western region of China at the outset of the Western Region Development Plan. This baseline will serve to monitor changes in poverty and general living conditions during and after implementation of the Plan.

The main aim of the Western Region Development Plan is to include the population in this underdeveloped region in the general welfare growth that the Eastern Chinese have experienced during the last 20 years of economic reform. In March 2000 the PRC government declared that it would improve drastically the infrastructure and promote the protection and reservation of the ecological environment in the Western provinces, in order to lay the foundation for economic growth. Over the next five years, more than 70% of Chinas total foreign investment and loans will be directed to this region.

In this context, the Chinese government will be in need of high-quality data on the state of living conditions in the Western region that can help it plan, monitor and evaluate the development process and policy impact. The project will provide these data, and will strengthen the capacity in the research institution of the Ministry of Science and Technology to carry out large-scale empirical work and link it to the policy development of the central government. The project will cover and enable integrated analyses of both urban and rural areas, for the first time in a large-scale survey in China. It will be carried out in cooperation with relevant Chinese governmental institutions, as well as with Chinese academicians and researchers.
