Agricultural Dynamics in Areas under Urban Influence in South-East Asia
(Vietnam, Cambodia): Competition over Resources and Creation of New Markets
around Secondary Cities
The project's main objective is to analyse the dynamics of rural areas
in zones under the influence of secondary urban centres in two South-East
Asian countries (Cambodia and Vietnam). They have recently liberalised
their economies and redistributed land and that are undergoing strong
economic growth. The project will analyse the differential effects of
the development of secondary cities on the surrounding rural areas both
in terms of the structuring of the area and land dynamics and in terms
of the evolution of consumers' demands and the capacity of local agriculture
to meet them. Based on these analyses, it will also contribute to the
debates on city-country balance in national development strategies and
territorial planning policies.
Three complementary components match the project's objectives:
- Spatial Dynamics. This component will focus on the dynamics at work
in rural areas under urban influence and on land issues. The work will
be carried out on two complementary scales (micro-regional and local)
and will favour cross-examination of quantitative (cartography) and
qualitative (spatial management modes) phenomena. It will make it possible
to identify and localise these dynamics and will provide the cartographic
basis for component 3. Tchange and on the possibhe study of land dynamics
will shed considerable light on the processes of le ties between changes
in cropping systems and mutations in land status.
- Consumers' Demands and Sector Dynamics. This component's goal is
to understand if and to what extent producers have been able to adapt
to the evolution in urban consumers' demands and identify the possible
constraints. The first stage will adapt the methods developed in Europe
to conditions in South-East Asia. Then, the project will identify the
characteristics of this evolution and study its influence (or lack of
influence) on certain agricultural sectors and on surrounding rural
production systems. The technical itineraries and the quality of irrigation
water will be studied for intensive sectors to identify possible environmental
or sanitary problems due to intensification.
- Change of Scale & Conditions for Balanced Spatial Development.
A change of scale will position the results of the first two components
in the framework of reflection on territorial planning. Based on the
maps established in component 1, the project will move from local analyses
to meso-regional interpretation of the phenomena for each of the secondary
cities studied. In relation with provincial and national authorities,
the project will then disseminate the results and contribute to national
debates on urbanisation dynamics, agricultural development and territorial
planning policies.
Outputs from the project will include: intermediary and final research
reports, overall evolution maps, GIS and detailed maps of micro-zones
will embody changes of scale (prior to participation in policy debates
on city-country relations). Participation in policy debates via the organisation
of regional and national seminars organised in conjunction with the competent
provincial administrations and the Ministries of Agriculture in each country.
Publication of bilingual seminar proceedings (national and European languages).
