Evaluation of higher education projects

This study was commissioned by the Norwegian Council of Universities and is an evaluation of six individual projects financed under the Cooperation Programme with the Reform Countries in Central and Eastern Europe. These projects were implemented in cooperation between a higher seat of learning in Norway and a counterpart in Central and Eastern Europe, with the aim of strengthening the provision of higher education in the social sciences, in particular economics, sociology and political science. The evaluation thereby comprised six sets of paired institutions: two each in Latvia, Lithuania and Russia.

The projects were evaluated using Logical Framework Approach methods, with particular attention to goal attainment, long-term effects and sustainability. The report also gives a set of recommendations for amendments to the Programme strategy and for improving programme performance.
