The Israeli-Palestinian Conflict

Fafo hosted the Oslo channel between Israel and the PLO that lead to the Declaration of Principles, which the parties signed in Washington on the 13 September 1993. This agreement started what has later been termed the Oslo Process and which implied mutual recognition of the two parties and the establishment of the Palestinian Authority within the areas under Palestinian jurisdiction and with Yasir Arafat as its elected president.

In their Interim Agreement, signed in 1995, Israel and the PLO decided that the two parties would cooperate enhancing the dialogue and relations between their peoples, as well as in gaining a wider exposure of the two publics to the peace process, its current situation and predicted results. They agreed to establish a program in accordance with the concepts developed in cooperation with the Kingdom of Norway and to take steps to foster public debate and involvement, to remove barriers to interaction between the peoples. The program was called the People-to-People Program, P2P for short.

Norway has financed the Palestinian part of this program, while Israeli sources have provided the funds needed on the Israeli side. Both parties have established their Planning Groups, while Norway has commissioned Fafo to establish a Norwegian Secretariat for the program. Over the following years, P2P has financed more than 165 NGO projects where at least one Palestinian and one Israeli NGO have cooperated in each project.
