Living
Conditions in the Baltic Countries
A Fafo project
funded by the Norwegian Ministry of Foreign Affairs, the Nordic Council
of Ministers and the Norwegian Research Council.
The rapid economic and political changes during the last
ten years have created a strong demand for information on living conditions
in Estonia, Latvia and Lithuania. Reliable data are required for the formulation
of well-targeted social policies and will be used by local policy makers,
private organisations and the international community. Through NORBALT
I information on living-conditions was made available for all three Baltic
countries in 1994. With NORBALT II, a follow up to this survey taking
place in 1999, the usefulness of this information will be further enhanced.
The NORBALT surveys give updated and policy-relevant information
on living conditions in the three countries, with special focus on poverty
and economic resources, housing and residential environment, education,
the labour market (unemployment, working conditions), social integration,
health (contact with health institutions, coverage of medical insurance,
private caretakers etc.), crime and security. The existence of comparable
questions from both the 1994 and the 1999 surveys in all three countries
(in Lithuania even from 1990-91) facilitates comparative analyses both
across time and across countries. Moreover, as the surveys are made much
on the same model as the Scandinavian living condition surveys, comparative
analyses may also include Scandinavian countries.
