Web edition (pdf 1.44MB) * More publications on this subject The project “Social exclusion and social policy in the baltic countries” ran for three years and was concluded in 2002. This report sums up the findings from that project and is based on quotes and summaries from papers produced during the project period. The report describes a process that in addition to the researchers also involved social sevice providers in Latvia and Estonia. The period of transition has lasted more than ten years and the main structures of a new social policy is established in the two countries. The study questions how these new structures are implemented, and how social policy measures influence the development of living conditions.
