Evaluation of Housing First in Bergen and Sandnes


Over the past few years we have seen several municipal projects inspired by the American model Housing First.

Housing First is a model to achieve a permanent housing situation for homeless persons with substance abuse and / or mental health problems, and where the choice and influence of the service user, both when it comes to choice of housing and what kind of social support, is a crucial element. The Health Authorities of Norway's West region has cooperated with the Norwegian State Housing Bank to develop and try out this model in two municipalities in their region, in Bergen and Sandnes respectively. Fafo will evaluate these two projects.

The aim of the evaluation is to get more knowledge about this way of working, in light of other established approaches and services to the target group. The evaluation focus on results both for the participants in the project and for the services.
