Working paper on new negotiated AFP pension scheme in private sector

In this working paper Jon M. Hippe and Tove Midtsundstad investigate whether the new negotiated AFP pension scheme in private sector have had an impact on the changes companies have done to their occupational pension arrangements since the introduction of AFP in 2008. The main variances are found between companies with or without a collective agreement. The project was conducted together with Lillevold & Partners.

The researchers find a huge and consistent variations in the design and generosity of occupational pension in different industries. Moreover, opposed to what one could expect, it is the companies that are covered by the new AFP schemes that have changes their occupational arrangements the most and in fact have introduced more generous defines contribution savings. The analysis indicates that the AFP pension scheme does not function fully as a regular right based and fundet labour market based occupational pensions scheme.
