The main trend in welfare policies the last decades have been building down institutionalised care, and providing housing and services in the municipalities for everybody.. The last years there seems to be a development towards establishing larger mu lti-unit housing and clustered housing for persons in need of support. In this project we analyse processes behind municipal decisions to establish these kinds of housing models and experiences with these housing models in regard to quality and econo mic resources.
