Work Beyond Agreed Working Hours: A Mapping Study

The project will collect data to describe the extent and characteristics of additional work in Norwegian working life. In addition, it will include a discussion of the potential consequences of a possible change whereby additional work is remunerated as overtime.

The project will address issues within three main areas: the extent of additional work in Norwegian working life, the characteristics of such additional work, and the consequences for the labour market of any changes in the way additional work is compensated.

The extent of part-time work will be analysed on the basis of various types of labour market statistics.

In addition, a survey will be conducted among enterprises to examine practices related to the use of additional work.

The background for the project is a ruling by the Court of Justice of the European Union, which found that using the same overtime threshold for part-time and full-time employees amounted to discrimination against part-time staff, and in this case could not be justified on objective grounds.
