This report summarizes the main findings from a project on office employee members in Handel og Kontor (Norwegian Union of Employees in Commerce and Offices), and on developments within the industrial and service area. The Negotiations Department in HK has pointed out that HK faces several issues within the industrial area, not the least of which is a declining union membership. They show that structural changes and restructuring requires a review of the Union's strategy. At the same time, they point out that in several areas better information is needed about the evolution of membership, the effects of restructuring and the collective agreement system’s manner of operation. The project follows up earlier surveys of the clerical side of HK. It is based on studies of the Union's membership and wage agreements, a business survey, a member survey and a survey of union representatives.
