This policy brief examines return aspirations and future place-of-residence expectations among Ukrainian refugees in Norway, and how these vary across different groups. We describe who aspires to settle in Norway, who remains uncertain, and what factors shape considerations of return. We find that very few have concrete plans to return. The main divide in return aspirations is not between those who want to stay and those who want to return, but between those who want to stay and those who are uncertain about the future.
