Evaluating E-labs in Niger

Commissioned by the Adventist Development and Relief Agency (ADRA), this project has assessed the impact of electronic learning laboratories (E-labs) in Niger. The E-labs are part of the "Strengthening Equity, Access and Quality in Education (SEAQE Sahel)" program, funded by Norad. SEAQE Sahel aims to enhance educational opportunities for all children, especially those from poor and marginalized communities, with a particular focus on girls and children with disabilities. The E-labs are implemented in primary schools in rural setting to provide students with access to tablets and interactive learning stations, thereby enriching their reading and numeracy skills.

Our findings reveal a nuanced impact of E-labs on learning outcomes. While students in E-lab schools demonstrate slightly improved literacy skills compared to their peers in non-E-lab schools, overall reading proficiency remains low, highlighting the need for enhanced literacy interventions. Interestingly, the study found no significant differences in numeracy outcomes between students from E-lab and non-E-lab schools, suggesting that while technology aids literacy, its effects on numeracy may require further exploration and targeted interventions.

Beyond academic performance, E-labs have positively influenced the broader educational ecosystem. Increased student engagement and interest in learning, as well as positive perceptions from parents and teachers, underscore the potential of E-labs to transform education in resource-constrained settings. However, challenges such as limited access time for students, the need for comprehensive teacher training, and the inclusion of resources for children with disabilities remain critical areas for improvement.

To fully realize the potential of E-labs, the final report recommends prioritizing literacy enhancement, increasing E-lab accessibility, providing regular teacher training, and developing inclusive resources to cater to diverse learning needs. Addressing socio-economic factors, such as food security and school infrastructure, is also crucial for creating a supportive and effective educational environment. Through these targeted efforts, E-labs can significantly contribute to closing the educational gap and promoting quality education for all children in Niger.
